Recently, to further optimize the development environment for the integrated circuit and software industries, deepen international cooperation, and enhance innovation capabilities and development quality, the State Council has issued Several Policies for Promoting the High-quality Development of the Integrated Circuit Industry and Software Industry in the New Era (hereinafter referred to as "Several Policies") to the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as to all ministries and directly affiliated institutions of the State Council.
